There were no injuries to the 23 crew members.<\/p>\n<p>We covered the <a href=\"http:\/\/blog.halifaxshippingnews.ca\/2014\/03\/john-1-aground-off-newfoundland.html\">grounding <\/a>and <a href=\"http:\/\/blog.halifaxshippingnews.ca\/2014\/03\/the-john-1-is-still-tied-up-in-argentia.html\">tow<\/a> in a couple of posts as events unfolded.<br \/>\n&nbsp; <\/p>\n<p>The <i>John I<\/i> entered ice-covered waters off the southwest coast of <span>Newfoundland<\/span> on its way to <span>Montreal, Quebec<\/span>, from Las Palmas, <span>Spain<\/span>.<br \/>\n After the engine cooling water temperature began to rise, the crew<br \/>\nopened the sea water strainer housing and found that the strainer was<br \/>\nplugged. As the crew began removing ice and slush from the strainer,<br \/>\nwater began to overflow from the open strainer housing. When the crew<br \/>\nattempted to close the leaking sea chest valve to stop the flow of<br \/>\nwater, its operating mechanism failed. Sea water began to enter the<br \/>\nvessel in an uncontrolled manner, overflowing into the engine room. The<br \/>\nmaster then ordered the vessel to be blacked out, causing it to drift.<br \/>\nAs the vessel drifted towards the shore, commercial towing assistance<br \/>\nwas requested, but delayed due to the weather.<br \/>\n<\/p>\n<p>Upon its arrival on scene, the Canadian Coast Guard Ship (CCGS) <i><span>Earl Grey<\/span><\/i> offered to tow the <i>John I <\/i>away from the shore. Further delays were encountered while the <i>John I&#8217;<\/i>s<br \/>\n master conferred with the vessel&#8217;s managing company, the CCG and the<br \/>\nJoint Rescue Coordination Centre (JRCC). When the master finally<br \/>\naccepted the tow, the first attempt to establish a tow line failed, and<br \/>\nthe vessel&#8217;s proximity to the shoals did not allow for completion of a<br \/>\nsecond attempt. The <i>John&nbsp;I<\/i> then ran aground on the shoals. The crew members were evacuated by helicopter. The vessel&#8217;s hull sustained minor damage.<br \/>\n<\/p>\n<p>The investigation found that warmed sea water from the engine cooling<br \/>\nsystem was being partially discharged overboard and partially returned<br \/>\nto the main sea water pump suction, rather than being recirculated to<br \/>\nthe low sea chest to prevent ice buildup. The strainer became plugged<br \/>\nwith ice and slush. The sea chest valve was prevented from fully<br \/>\nclosing, likely due to ice buildup, and the valve operating mechanism<br \/>\nfailed due to overstress when the crew forcibly attempted to close it,<br \/>\nwhich led to the flooding. <\/p>\n<p>The JRCC did not have the authority to direct the master of the <i>John&nbsp;I<\/i><br \/>\n to accept the tow. Neither the Department of Fisheries and Oceans<br \/>\nEnvironmental Response nor Transport Canada, both of which had the<br \/>\nauthority to direct the vessel to accept the tow, were actively involved<br \/>\n at an earlier stage when it was clear that the time to take action was<br \/>\nrunning out and the environmental risks posed by the vessel going<br \/>\naground were increasing. The delay in starting the towing operation was<br \/>\ncaused both by the master&#8217;s reluctance to accept the tow and by the way<br \/>\nthat authorities managed the situation.
