With this contract,<br \/>\nIrving Shipbuilding Inc. will refine and complete the Arctic\/Offshore<br \/>\npatrol ships design to production level prior to construction in 2015.<br \/>\nThe total potential value of the contract is an estimated $288&nbsp;million<br \/>\nand it will support up to 200&nbsp;jobs.<\/p>\n<p>Once completed, the definition contract will enable Irving<br \/>\nShipbuilding Inc. to know exactly what to build and how to build it. It<br \/>\nwill ensure that once the build contract is signed, construction of the<br \/>\nships will begin.&nbsp; At the same time, work will begin on improving and<br \/>\nupgrading the Irving Shipyard to begin full ship construction in 2015.<\/p>\n<p>During the initial discussions regarding the Navy\u2019s Arctic\/Offshore<br \/>\npatrol ships, Canada and Irving Shipbuilding Inc. agreed that the first<br \/>\ncontract should be a smaller preliminary contract, followed by a larger<br \/>\ndefinition contract to complete the Arctic\/Offshore patrol ships design<br \/>\nto production level, and subsequently an implementation contract to<br \/>\nbuild and deliver the ships.<\/p>\n<p>This \u201cdesign-then-build\u201d approach will mitigate both technical and<br \/>\ncost risks by reducing unknowns, and therefore risks, for the building<br \/>\nphase. Once completed, the definition contract will enable Irving<br \/>\nShipbuilding Inc. to know exactly what to build and how to build it. It<br \/>\nwill ensure that once the build contract is signed, construction of the<br \/>\nships will begin immediately. This approach is also aligned with the <abbr title=\"National Shipbuilding Procurement Strategy\">NSPS<\/abbr>, which is built upon a more collaborative and risk-sharing relationship.<\/p>\n<p>On July&nbsp;10, 2012, the Government announced the awarding of a<br \/>\n$9.3-million (HST included) preliminary contract to Irving Shipbuilding<br \/>\nInc. Within this preliminary contract, Irving Shipbuilding Inc. reviewed<br \/>\n the existing Canadian-developed Arctic\/Offshore patrol ships design and<br \/>\n specifications, prepared an execution strategy and delivered a proposal<br \/>\n detailing the scope and cost of the subsequent definition contract.<\/p>\n<p>Finally, on March&nbsp;7, a definition contract with Irving Shipbuilding<br \/>\nInc. was signed. The total potential value of the contract is an<br \/>\nestimated $288&nbsp;million (taxes included). The definition contract is a<br \/>\ntask-based contract divided into seven work packages (or tasks) that<br \/>\ncould be awarded. The first two tasks have been authorized and their<br \/>\ntotal value is approximately $136&nbsp;million.<br \/>\nThe definition contract will last 30 months and we are on track to start cutting steel in 2015.<br \/>\nThe Arctic\/Offshore patrol ships will be used by National Defence to<br \/>\nconduct armed seaborne surveillance in Canada\u2019s economic exclusion zone,<br \/>\n including in the Arctic.<\/p>\n<p>\nThe definition contract signed with Irving Shipbuilding Inc. is a<br \/>\ntask-based contract divided into the following seven work packages (or<br \/>\ntasks) that could be awarded. With this contract, Irving Shipbuilding<br \/>\nInc. will refine and complete the Arctic\/Offshore patrol ships design to<br \/>\n production level prior to construction in 2015.<\/p>\n<ol>\n<li><b>Project Management<\/b>&nbsp;\u2013 This task will include all<br \/>\nwork required to ensure effective planning, management, execution,<br \/>\nmonitoring and control, and reporting of the definition contract work.<\/li>\n<li><b>Engineering Design Phase&nbsp;1<\/b>&nbsp;\u2013 This task will include<br \/>\n the system engineering activities, integrated logistical support<br \/>\nanalysis and supplier engagement activities that are necessary to<br \/>\ndemonstrate that the preliminary Arctic\/Offshore patrol ship design<br \/>\nmeets all of the contract design specification requirements with<br \/>\nacceptable risk and within the cost and schedule constraints.<\/li>\n<li><b>Engineering Design Phase&nbsp;2<\/b>&nbsp;\u2013 This task will include<br \/>\n the system engineering activities, integrated logistical support<br \/>\nanalysis and supplier engagement activities that are necessary to<br \/>\ndemonstrate that the Arctic\/Offshore patrol ship design is a complete<br \/>\nand integrated solution that meets all the contract design specification<br \/>\n requirements with acceptable risk and within the cost and schedule<br \/>\nconstraints.<\/li>\n<li><b>Engineering Design Phase&nbsp;3<\/b>&nbsp;\u2013 This task will include<br \/>\n the system engineering activities, integrated logistic support analysis<br \/>\n and supplier engagement activities that are necessary to demonstrate<br \/>\nthat the Arctic\/Offshore patrol ship design is a complete and integrated<br \/>\n solution that meets all of the contract design specification<br \/>\nrequirements and is ready for the start of vessel construction.<\/li>\n<li><b>Project Implementation Proposal Development<\/b>&nbsp;\u2013 This<br \/>\ntask will encompass all the procurement, engineering, production and<br \/>\nestimating activities required to develop the detailed project<br \/>\nimplementation proposal, including the required plans and a substantive<br \/>\ncost for the implementation contract.<\/li>\n<li><b>Test Production Module<\/b>&nbsp;\u2013 This task will include all<br \/>\n the work required to establish and verify production processes and<br \/>\nproduce a test module prior to beginning vessel construction.<\/li>\n<li><b>Long Lead Items Procurement<\/b>&nbsp;\u2013 This task will<br \/>\nencompass all of the procurement and supply chain activities required to<br \/>\n procure long lead items, which must be purchased prior to the start of<br \/>\nvessel construction.<\/li>\n<\/ol>\n<p>Once completed, the definition contract will enable Irving<br \/>\nShipbuilding Inc. to know exactly what to build and how to build it.
