It sounds like he is making excuses for not being a prudent mariner.<\/p>\n<p>1. The Bouys are charted as a controlled access zone on the chart (Area to the right of the Compass Rose in the upper left) Several of these zones exist around naval facilities<\/p>\n<div style=\"clear: both; text-align: center;\">\n<a href=\"http:\/\/www.tc.gc.ca\/media\/images\/marinesafety\/chs-4201-halifax-harbour-bedford-basin.jpg\" style=\"margin-left: 1em; margin-right: 1em;\"><img loading=\"lazy\" decoding=\"async\" border=\"0\" height=\"427\" src=\"http:\/\/www.tc.gc.ca\/media\/images\/marinesafety\/chs-4201-halifax-harbour-bedford-basin.jpg\" width=\"640\" \/><\/a><\/div>\n<p>if the operator had looked at the paper chart, he would have known about the controlled access zone.. <\/p>\n<p>2. there is also a charted and marked (with buoys) route through the basin.<br \/>\n3. If you missed a trot bouy, what about various logs and debris floating in the harbour, that can be just as dangerous, and are much less obvious.<br \/>\n4. trot bouys show up on radar.<br \/>\n5.
